There is a simple explanation. Since Israel (being non European country) belongs to the EBU (European Broadcasting Union) it has right to join the contest.

Speaking of contests - The only thing I don't get - why we have only representatives from Earth in Miss Universum and Mr. Universum contest and why they're being held on Earth annually.
